From the Town hall you use bus number 29 (get out at Nyelandsvej) From the Central Station the easiest way to get there is to take the train from platform 9-10, 2 stops more to Nørreport Station where the Metro is connected to and then take the Metro (direction Vanløse) to Frederiksberg Station.
